FRED GIJBELS
Fred’s most important hobby is photography.

Fred (Frederik, Antonius, Daniel) Gijbels was born on September 10th. 1942.
He grew up in Amsterdam the Dutch capital, where he graduated in July 1970 at The University of Amsterdam in sycholgy, with the specialisation: methodology of social sciences – attitude measurements.


Fred’s most important hobby is photography.
He calls himself ‘traveller along social landscapes’. He observes and makes photo’s of these landscapes. Besides various other expostions, a series of photographs of the daily life in China was exposed in various galleries in The Netherlands and in Poland during a ‘Krakow Month of Photography. He also published photo booklets on the ‘Pathological Family’ of Krakow, the Seaside Resort Sopot, the café Les Couleurs and Plac Nowy.

Thirty five years later he finds himself back, living in the beautiful and exciting city of Krakow (Poland). There he runs with his life partner the art gallery Olympia Galeria.
At the same time he is involved in other creative projects. From Krakow he also travels frequently to other countries in Central- and Eastern Europe. That’s were he has been working for very many years as a consultant in the field of public administration reform, public information and communication.

For ten years he worked as an associate professor at the famous Leiden University.
He worked as a projectmanager for the Dutch ministry of Finance among othes as the leader of the taskforce for analyses and recommendations for prevention of fraud with public finances. At the ministry of Interior Affairs his main task was the management of the reorganisation of the old system of Civil defence towards Disaster Relief. In this project especially his skills and knowledge on the behaviour of the public during disasters in peace time were very useful. (Publication: Information in case of Disasters).
He also was active as leader of the social democrat faction in the city council of his home town in The Netherlands.

In 1991 Fred Gijbels started his own consultancy agency for communication management.

He was invited to participate in projects in Central- and Eastern Europe where governments urgently needed experience in the field of public administration reform and communication. The transition from communism to democracy meant much more than just a change of the political system. It also asked for another administrative organisation and a completely different way of communication between government bodies and citizens. In many countries all over the region Fred Gijbels assisted in introducing communication management as a strategic policy instrument to support the process of democratisation and administration reform.

Because of his experience and reputation he is frequently approached by international institutions like the Council of Europe, the European Union (various programs), the United Nations Development Programme and the Netherlands Ministry of Foreign Affairs to participate in programs.
